The Sacred Second Charter Corporation (SSC Corporation) is the governing authority of the Old World.
Originally established through the Second Charter, SSC Corporation gradually absorbed the responsibilities that once belonged to traditional government institutions. Over time, administration, infrastructure, security, education, healthcare, records, and public services became centralised under its authority.
Today, SSC Corporation functions as both government and institution.
The Charter itself is treated as a foundational civic document. Citizens are taught that the Charter created the systems that ended instability, unified society, and secured the future of humanity. Loyalty to SSC Corporation is therefore presented not as loyalty to a corporation, but as loyalty to civilisation itself.

This dependence forms the foundation of SSC authority. Most citizens view SSC services as ordinary public necessities rather than instruments of governance. As a result, authority feels normal, necessary, and ever-present. SSC Corporation does not need to constantly remind citizens that it is in control because nearly every aspect of daily life already passes through its systems.
