Growth Support Plans
Growth Support Plans are corrective programmes administered by the Civic Directorate. Officially, they exist to help citizens overcome personal, professional, or civic difficulties and return to productive participation within society.
SSC Corporation presents these programmes as opportunities for self-improvement rather than disciplinary measures. Citizens are informed that they have been identified as suitable candidates for additional support, guidance, and development. Participation is described as voluntary, though refusal often results in worsening civic standing, increased scrutiny, and further intervention.
Growth Support Plans are intended for citizens who have demonstrated patterns of behaviour that conflict with SSC expectations but do not warrant more severe penalties. Common reasons for assignment include repeated reassignment refusal, poor work performance, minor criminal offences, persistent noncompliance, declining civic standing, or behaviour considered contrary to the values of the Charter.
Administration
Growth Support Plans are managed by the Civic Directorate.
Local administrators, workplace supervisors, educators, and civic officials may recommend a citizen for review. Following assessment, the Civic Directorate determines whether a Growth Support Plan is appropriate and what measures should be included.
The stated purpose is rehabilitation, guidance, and renewed civic engagement.
Structure
Growth Support Plans are tailored to the individual citizen and the issues identified during assessment.

Completion is determined by the Civic Directorate rather than the citizen.
Outcomes
Most citizens successfully complete their Growth Support Plan and return to normal civic life.
Successful completion restores access to ordinary employment, reduces monitoring requirements, and allows the citizen to continue participating in society without further restrictions.
However, completion does not erase the record.
Permanent Records
Assignment to a Growth Support Plan becomes part of a citizen's permanent civic record.
SSC maintains these records to assist with future assessments, promotions, employment placements, civic standing reviews, and suitability evaluations.
Citizens are taught that the system values personal growth and improvement. Nevertheless, past participation in a Growth Support Plan may influence future opportunities, particularly for positions requiring trust, authority, or leadership.
Escalation
Citizens who repeatedly fail Growth Support Plans, refuse participation, or continue behaviour considered harmful to societal stability may be subject to further intervention.
In severe cases, the Civic Directorate may recommend assignment to more intensive corrective programmes, including relocation through the Second Horizons initiative.
Growth Support Plans therefore serve as the primary corrective stage between ordinary civic life and more serious forms of intervention.
