In reality, Second Horizons serves several functions simultaneously. It provides labour for Frontier expansion, supplies new settlements with skilled workers and families, offers a destination for citizens seeking a fresh start, and acts as a means of removing troublesome individuals from the Old World without formally punishing them.

Eligibility

Citizens may enter Second Horizons through several pathways.

Participants retain the same rights and responsibilities they possessed in the Old World. Unlike Reclaimants, they remain recognised citizens in good standing and may eventually return to the Old World.

SSC therefore classifies Second Horizons as a relocation programme rather than a disciplinary measure.

While Frontier-born citizens retain the right to move elsewhere within SSC territory, the system is designed to encourage them to remain and continue expanding frontier settlements.

Relationship to Reclaimants

Second Horizons is distinct from the Reclaimant system.

Participants retain their civic standing and remain recognised members of society. Reclaimants, by contrast, have lost civic trust and are permanently assigned to the lowest social class.

Although both groups may live and work within the Frontier, their legal status, rights, and future prospects are fundamentally different.

Second Horizons participants may return to the Old World.
