The Old Wold Government
The government is a Manifesto Corporatocracy built around the authority of the SSC Corporation.
The system presents itself as rational, orderly, protective, and necessary. It claims that society functions best when guided by a single institution capable of coordinating infrastructure, industry, education, security, and public welfare.
Citizens are taught that SSC Corporation does not rule through political ambition or personal power. It exists to uphold the principles of the Second Charter and ensure the continued stability, safety, and advancement of civilisation.
The exploitation is quiet rather than openly brutal. Citizens are taught that the system is fair, that every person has a useful place, and that labour creates collective advancement.
Structure
SSC Corporation governs through a hierarchical administrative structure designed to maintain coordination across the Old World and the New Frontier.

The Prime is the highest civic authority within society.
As the head of the First Citizens, The Prime serves as the symbolic guardian of the Charter and the ultimate representative of SSC authority. While SSC Corporation manages the practical administration of society, The Prime embodies the ideals and continuity of the Charter itself.
Executive Board
The Executive Board provides strategic leadership for SSC Corporation.
Its members oversee the major directorates, coordinate long-term planning, allocate resources, and establish priorities for society as a whole.
Directorates
SSC Corporation is divided into specialised directorates responsible for different aspects of society.
Each directorate manages its own personnel, facilities, records, budgets, and operational responsibilities while remaining accountable to SSC authority.
Common directorates include:
- Civic Directorate
- Security Directorate
- Records Directorate
- Infrastructure Directorate
- Education Directorate
- Healthcare Directorate
- Resource Directorate
- Frontier Directorate
Citizens rarely interact with SSC Corporation as a single organisation. Instead, they encounter the directorates that manage the systems affecting their daily lives.
Although the directorates occasionally compete over priorities, resources, and policy, these disagreements occur entirely within SSC Corporation. Their purpose is not to challenge the Charter but to determine how best to fulfil it.
Regional Administrations
Regional Administrations oversee large geographic areas of the Old World on behalf of SSC Corporation.
They coordinate the activities of multiple directorates, ensure compliance with corporate policy, allocate regional resources, and maintain communication between local administrations and SSC leadership.
Regional Administrations do not create policy. Their role is to implement it.
Local Administrations
Local Administrations are the most visible level of SSC authority.
They manage the daily operation of towns, cities, districts, and settlements through local offices, administrators, inspectors, records personnel, and civic officials.
Citizens interact with Local Administrations whenever they access housing, employment records, education, healthcare, legal services, transportation systems, or civic documentation.
Although they appear local in nature, Local Administrations remain extensions of SSC authority rather than independent governments.
Public Ideology
The public ideology is built around usefulness, order, and collective advancement.
Citizens are taught that labour is civic duty. A good citizen contributes, obeys, improves, and accepts their place within the system.
SSC Corporation presents itself as the institution that protects society from disorder, inefficiency, and decline. Progress is not viewed as an individual achievement but as a collective responsibility guided through the Charter.
